Victor Hu 28cb65ebac rcons automatically uses confluent when it's installed on the xCAT

management machine.  Tests for /opt/confluent/bin/confetty

Change to first check consoleservice keyword in site table before
using confluent.  This allows us to install confluent on the machine
and control use with the keyword

Mutiple winpes support. nodeset (Windows.pm) will generate configuration file (path of winpe) in /var/lib/xcat/proxydhcp.cfg and send signal to proxydhcp daemon, proxydhcp daemon loads configuration file and offers 4011 service to windows compute nodes.
