ee4281f364 Using a new method to install PE packages. otherpkgs now accept system environment, so we can use this way to install pe licience rpm

b8b8c3db7c ppe_rte_license should be installed firstly which prevents 'ppe*.rpm' installing later. Use --force option to update rpm packages
