Jarrod Johnson c9e76e4cd2 Add discrete states for event log status sensors

This allows pyghmi to accurately describe events pertaining to event log being
disabled for one reason or another.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
