Jarrod Johnson 79efa5e1b4 Fix Console write race condition

If a caller tries to send data immediately after getting their
Console object, they can trigger a problem since the session is not
yet established.  Correct this by spinning in send_payload until
session is either established or fails.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
