Jarrod Johnson 5f42788179 Implement get/set of DCMI asset tag and MCI

DCMI provides standard commands for accessing/setting asset tag and
BMC identifier.  Provide access to those facilities

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
