Jarrod Johnson 275288cf79 Acknowledge PET alert on decode

In case a PET emitter wants acknowledgement,
submit a PET acknowledge back to the relevant
BMC when decoding a PET event.

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
