Jarrod Johnson 077941dbfb Declare one sort of 'non-redundancy' ok

This class of non-redundant simply means the resource is inherently
non-redundant per its current configuration.  Other sorts of non-redundant
are available to indicate when this is a consequence of failure.

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
