daniceexi df970f4cb0 defect 4384: fix the issue that copycds command cannot be ctrl+c cleanly. The root cause was INT signal was not received by the plugin process after it sends out from relay_fds. The fix is to send both INT and TERM. TERM can be received in this case.

Mutiple winpes support. nodeset (Windows.pm) will generate configuration file (path of winpe) in /var/lib/xcat/proxydhcp.cfg and send signal to proxydhcp daemon, proxydhcp daemon loads configuration file and offers 4011 service to windows compute nodes.
