phamt 0fcc21ad06 Fix submit_request() to make async calls. The problem was that the default timeout for running php scripts is 30 seconds, which is too short for some calls. xCAT is a toolkit for the deployment and administration of clusters.

(This file is not packaged with the xCAT RPMs.  It is only here for those that look
