Naomi Luis 8994068ce6 libgralloc: Add HAL_PIXEL_FORMAT_NV12_ENCODEABLE format. 
Add HAL_PIXEL_FORMAT_NV12_ENCODEABLE which is the encoder specific
format.
Remove unused OEM formats from the gralloc.
