Arun Kumar K.R 41c718b253 libhwcexternal: remove unnessary ioctls

- fb open will turn on the framebuffer device, no need of explicit
  UNBLANK
- remove PANDISPLAY as it will be trigged by FBIOPUT_VSCREENINFO
