chenglch df41b32ae4 Upgrade conserver to 8.2.1 version

- Deprecated the patch for sslauthority.
- Leverage sslcacertificatefile configuration from upstream.
- Apply init script patches from old version.
- Changelog and package information for this new version on
  rhels and ubuntu systems.
