Daniel Hilst cdb9360c53 fix(xcat-core): Genesis base staging cannot run outside buildrpms.pl ...

buildsources_genesis_base() lived in buildrpms.pl, which runs mkdir, git
and file writes at file scope and cannot be loaded. Its test therefore
extracted the sub with a regex and evaluated a copy of the source.

Move the staging into XCAT::BuildUtils as stage_genesis_base_sources(),
which takes the checkout, the tarball path and SOURCE_DATE_EPOCH.
buildsources_genesis_base() now calls it. The tarball content and the
failure on a missing xCAT-genesis-base directory do not change.
