WangXiaoPeng 7444165c19 defect 4756: Add switch mgmt cfg for Ubuntu ...

We added some configuration files for xdsh to run switch management
control. But all the configuration files were not checked in for
Ubuntu. This fix is to add them for Ubuntu.
