Jarrod Johnson af815eee55 Slow down to chunk-wise retrieval of SDR as needed

Some BMCs cannot fetch whole SDRs in one chunk.  When faced
with such a scenario, back off exponentially until things can work.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
