Jarrod Johnson d64b19a292 Deregister timeout on broken

When broken for whatever reason, we do not want timeout handling
to continue trying to heal the session.  Notably bad when login fails
and a _relog is triggered continually.

This is a pure python implementation of IPMI protocol.

pyghmicons and pyghmiutil are example scripts to show how one may incorporate
this library into python code
