Jarrod Johnson 8fe8d11459 Add more missing sensor specific event information

Go through the IPMI spec and just add as much of table 42-3 as
is reasonable.  This should greatly improve usefulness of data
for a wider variety of circumstance.

This is a pure python implementation of IPMI protocol.

ipmictl.py is a sample application to roughly show the most simple approach to
invoking the library.
