bca5d9497f Implement failback facility 
Treat the url list as an ordered list of priority. Occasionally check
the more preferred paths for health if they had been detected as bad.

051b8259fd Update certutil to update site tls 
This puts the certificate in a location
to be picked up by installers,
complete with subject_hash
so that SuSE can easily pull
