5105b79f23 for defect 3035170, 
"httpd" or "apache2" should be automatically started by xcatconfig, now it is fixed.

0838d65477 Switched over to using chtab with the new concat operator += for update install processing. Reverted checkotherpkgs to one argument. Cleaned up some extra declarations.
