Ramakant Singh cefb36db5c libqdutils::Add support for qcomuiClearRegion
Add support for qcomuiClearRegion for draw
wormhole regions via CPU.

* Added separate singaltone class for getting
eglGetRenderBufferANDROID handle that can be
used by both copybit and clear_regions modules
