Also raise minSampleRate to 16000 for AAC audio, to bypass a recent
bug causing audio to only be recorded in 8000Hz.

Solves an issue where certain media players only play first few
seconds of the audio, due to not properly handling single channel AAC audio.
Videos taken on the phone, that are uploaded to YouTube also suffers from this issue.
